Richmond City Hall
Location: Richmond , B.C.
Client: City of Richmond
Objective: To determine the economic feasibility of building the City Hall at three different sites, based on site planning and development of all three sites. A second stage evaluated different sources of funding to cover the cost of the selected alternative.
Role: As a senior land development consultant with Moodie Consultants Ltd., Steve Zuliani served as the lead consultant to complete the study.
Result: The City owned sites each had potential to accommodate the new City Hall and/or other revenue generating development. The first study looked at all combinations to derive the best approach based on development potential, timing, and economics.
Once the selected site was chosen by City Council, a second study was completed that evaluated alternate sources of funding and methods to complete the new City Hall including joint ventures with the private sector. Based on detailed cash flow analyses, a strategy was selected and the new City Hall opened in May 2000.
